To Begin The Adoption Process

Employers will need to complete the required forms (listed to the right) for Volunteer or Paid to start the adoption process.

Once LOPFI coverage is adopted by the employer, LOPFI must receive Membership Application(s) submitted through the Employer Reporting Portal. Each month a Payroll Report is made available on the 25th of the month for that month. All Payroll Reports and payments are submitted electronically through the Employer Reporting Portal and are due by the 10th of the following month.

If a Member earns a minimum of $1,771 per month in calendar year 2024, that service is considered to be paid service with LOPFI. The minimum salary amount increases each year in accordance with the change in the Consumer Price Index (CPI).

If a Member earns less than the minimum of $1,771 per month in calendar year 2024, that service is considered volunteer service with LOPFI.

Volunteer Service

The following items must be properly completed and received by LOPFI within 10 calendar days of the governing body’s approval to adopt LOPFI coverage.

  • Acknowledgement of Responsibility to Adopt LOPFI coverage checklist This serves as a formal acknowledgement by the governing body (City Council/Board of Directors/Commissioners) that it is understood the adoption of LOPFI coverage is irrevocable, the department must maintain email and internet capability, use LOPFI's web-based Employer Reporting Portal and remit all payments utilizing the e-Payment utility by the 10th of each month.
  • Draft Audit Letter– The letter must be re-typed on department letterhead to certify regular audits occur and demonstrate that the department can afford to adopt LOPFI coverage.
  • Contact Information Sheet– All contact information must be provided when you are adopting LOPFI coverage. Both Paid and Volunteer service at the same department must be included (if both types of service exist), please mark each service on this one sheet. It is only necessary to complete a Contact Information Sheet for the one department.
  • Ordinance or Resolution– Shows the governing body (City Council/Board of Directors/Commissioners) approved the adoption of LOPFI Benefit Program 3 (BP3) coverage and the effective date of adoption, which will always be the first of the next month. The Resolution is for non-municipalities and the Ordinance is for municipalities.
  • Agreement to Adopt Retirement Coverage– Is a formal acknowledgment by the governing body (City Council/Board of Directors/Commissioners) that the adoption of LOPFI coverage is irrevocable and the department must maintain email and internet capability and use LOPFI’s web-based employer reporting and remit all payments by e-Payment.
  • Copy of minutes– From the governing body’s meeting at which the approval was given to adopt LOPFI coverage. The minutes must show the governing body clearly authorized the adoption of LOPFI coverage.

ENHANCED COVERAGE

If you are interested in providing enhanced retirement benefits for your police officers and/or firefighters, employers will need to complete the required forms (listed to the right) for Volunteer or Paid to start the adoption process.

Benefit Program 4 (BP4) is an optional Benefit Program that allows LOPFI-covered employers the ability to provide an enhanced lifetime monthly benefit for their volunteer police officers or volunteer firefighters. The same retirement eligibility requirements apply to Members covered under BP4 as the current benefit structure under Benefit Program 3. A LOPFI-covered volunteer employer may, by a majority vote of its governing body, adopt BP4 for all Members of the affected department i.e. this is a department-wide election, not an individual election. Please refer to LOPFI Board Rule #11 under LOPFI's Rules & Resolutions for further information.
